  1. figure of speech (noun phrase) – an expression or creative use of (figurative) language (words & phrases) used to make a greater effect or evoke an emotion (especially for rhetorical or poetic effect). 
  2. address (noun) – speech, lecture, talk, discourse.

  49. Maoist (noun) – a follower of Maoism (Maoism is a form of communism developed by Mao Tse Tung. It is a doctrine to capture State power through a combination of armed insurgency, mass mobilization and strategic alliances). The largest and the most violent Maoist formation in India is the Communist Party of India (Maoist).

  60. roll out (phrasal verb) – launch/introduce something officially.
  61. tax burden (noun) – tax incidence/burden falls on the public.
  62. on the one hand (phrase) – it is used to introduce the first of two contrasting different, points, facts, or ways of looking at something.  It is always followed later by “on the other hand” or ‘on the other’.
  63. cultivate (verb) – improve, foster, nurture, encourage, promote, further, boost.
  64. ideological (adjective) – relating to a system of ideas (ideology).
  65. ecosystem (noun) – complex situation/environment.
  66. material (adjective) – major, significant, important, essential.
  67. at the cost of (phrase) – at the loss of something; with the sacrifice of something.
