  2. counterclaim (noun) – a claim made against a (previous) claim.
  3. speak out (phrasal verb) – speak openly/publicly; speak one’s mind.

  5. put/set the cat among the pigeons (phrase) – to say or do something that causes trouble and makes others worried/angry; cause a fight by revealing a controversial fact or secret.

(The Secretariat Building (consists North & South Block) or Central Secretariat is where the Cabinet Secretariat is housed, which administers the Government of India. The South Block houses the Prime Minister’s Office, Ministry of Defence, and the Ministry of External Affairs).
