  1. Universal access (noun) – the ability of all people (regardless of their social class, gender, ethnicity background & etc) to have equal opportunity/availability of healthcare, education & etc.
  2. plague (verb) – afflict, torment, trouble.
  3. household (noun) – family, home, house.
  4. build (on) (phrasal verb) – expand on, enlarge on, develop (for further development).
  5. criterion (noun) – basis, principle/ standard, norm.
  6. understate (verb) – downplay, underrate,  downgrade.
